At an award breakfast during the 120th annual International Association of Chiefs of Police Conference (IACP) in Philadelphia, PA the Fraud Prevention & Investigations business of Thomson Reuters honored three police departments from across the U.S. for their innovative use of technology to confront crime in their communities.The Juvenile Justice Division of the New York Police Department (NYPD) Community Affairs Bureau earned the 2013 IACP/Thomson Reuters Award for Excellence in Criminal Investigation for their innovative approach to combat youth crew violence in the city. With a rise in gun violence in New York, and 30 percent of incidents involving youth crews – gangs often comprised of grade school-aged children – the NYPD Juvenile Justice Division launched an investigation using social media and data analytics, combined with on-the-ground police work.

A case model was developed that identified 315 youth crew neighborhood groups with more than 6,200 members across the city participating in firearm and felony assaults, robbery and burglary. But this intelligence also led to the arrest of key youth group members responsible for these crimes, and at the end of 2012, shooting incidents dropped nine percent.

Andy Russell, vice president of Fraud Prevention & Investigations at Thomson Reuters, was on hand to present the award to NYPD Assistant Commissioner Kevin O’Conner and Deputy Inspector Michael Nemoyten, commanding officer for the Juvenile Justice Division.

“This is the eleventh year of the award, and I want to express, on behalf of Thomson Reuters, how honored we are to sponsor this prestigious award,” remarked Russell. “We truly value the work that you do on a daily basis toward keeping our country safe.”The Las Vegas Metropolitan Police Department and Kansas City, Kansas Police Department were recognized as runners-up for the award for their technologically savvy investigations into real estate fraud and high risk offenders, respectively.

The award ceremony capped off a busy weekend of events as part of the IACP Exposition that ran from Oct. 19-23, and saw more than 14,000 law enforcement professionals in attendance.
